The 3451 is a basic insulation resistance meter satisfying the terminal voltage characteristics laid down by the German VDE-0413*1 standard. (*1 This standard is not supported by Models 3451-14 and 3451-15) :

- Luminous scales for ease of use in dark conditions
- Live line check function
- Low battery check function
- Discharge function for removing charge applied by testing
